Under the circumstances I have been obliged, though with much regret, to accept Mr Whittall's resignation and, subject to Your Grace's approval, have provisionally appointed Mr William Keswick, who succeeds Mr Whittall as Managing partner in China of the great House of Jardine, Matheson & Co to be a Member of Council. I trust this appointment will meet your Grace's approval, and enclose a Return of the Legislative Council as at present constituted.
