Acting Attorney General's Report.
This Ordinance is framed in pursuance of Instructions from the Colonial Office and with the object specified in its title. The deviations from the language of the Imperial Act are such only as were rendered necessary by local circumstances. I must add that advantage has been taken of this Ordinance to provide that in future Pawnbrokers' Licenses (See sections 8 and 19) shall be granted and held at the discretion of the Governor, and not, as at present, at the discretion of His Excellency in Executive Council.
I am of opinion that this Ordinance may be promulgated forthwith.
