This Legislation has resulted from instructions conveyed in Your Grace's Circular Despatch of the 10th March last, transmitting copy of the Act of the Imperial Parliament 27 and 28 Vict. Cap. 91, and requesting me to submit a Bill containing similar enactments to the Legislature of this Colony.
These instructions of Your Grace will be found to be carried out with some slight adaptation to local circumstances and also subjecting the class of Pawnbrokers to similar regulations (See Ms) in regard to Licenses as Marine Store dealers generally.
I have by proclamation fixed the 12th Proximo as the date on which the Ordinance is to come into force.
