It must be borne in mind that the cost of Building Sea Wall in 25 feet of water must necessarily be very much in excess of the Cost of building such Wall hitherto constructed by the Tenants. The Wall between Centre Street and M Lot 186 has not been injured owing to the Foreshore which protects it but opposite M. Lot 185 it is entirely washed away and in the event of another fall the gas works which adjoin will be liable to injury.
While this wall was being constructed the Tenant was continually warned that the work was very bad and on its completion I refused to grant a Certificate as to its being properly completed.
