It would be to encourage as much local expenditure as possible on Public works and Sanitary measures in the hope of rendering the place healthy, as it is certainly a most important depôt for purposes of commerce, and the residence of Her Majesty's troops and vessels. A small matter may greatly derange the Colony's finances and its resources have, I think, been over-estimated.
