I cannot bring myself to think that in a place such
as this, the preservation of the Public buildings,
the water supply,
the drainage,
and repairs of damages caused by tempests are objects
which ought not to be placed beyond
the reach of this Community. It is, however,
not for me,
but for Your Grace to decide whether payment of
the Military Contribution is to be held paramount to them.
4. I confess I look on this colony
as a wholly exceptional experiment. Its Revenue,
Criminal Administration,
taxation, &c., are all matters
requiring treatment
very different from the same questions in any other colony that I
have visited, and
my own
