Grace is inclined to permit, because you distinctly say there are no receipts beyond what are necessary for defraying the expenses of issuing Licenses and the Casino Police arrangements.
As I expect the expenditure will diminish rather than increase, and the cost of preparing and issuing Licenses is not likely to reach $50. I am constrained to admit that Your Grace is totally opposed to the only measure submitted for your approval, that it must be marked B and abandoned.
The experience gained between this and the first of next January will be interesting and useful, but the period will be too short to ascertain the lowest range of the license fees consistently with the Police objects.
