The Comparative view of the financial condition, – and burthen bearing power of the Colony during the two periods would have not be complete without taking into consideration that the year 1883 commenced with a surplus of $395,000, whilst that of 1866 commenced with only $278,000 and ended with a nominal Surplus of less than $25,000.

25. The main question nevertheless, which your Grace is evidently anxious to consider is how far it is possible for the Colony with its annual resources to meet certain liabilities.
