in a place such as this that the C. preservation of the Public Buildings, the drainage and the water supply, Sanitary improvement of the town, or the erection of a suitable Hospital and repairs of damages caused by tempests are objects unduly sought to be placed beyond the reach of this Scommunity. It is, however, not for me but for Your Grace to decide whether the payment of the Military Contribution is to be held paramount.

1241. I confess I look on this Colony as a wholly exceptional experiment, any other Colony that I have visited, and my own encourage policy would be to as much local expenditure as posible, on Public Works and sanitary measures in the hope of rendering it as healthy, as it certainly is most important, depôt for purposes of Commerce, and the convenient resort of Her Majesty's tracks and vessels. A small matter may greatly derange the Colony's finances and its resources have, I think, been evidently over-estimated.

I must crave Your Grace's indulgence for the many errors and the confusion, Revenue, Criminal Administration, taxation, &c. are all matters requiring treatment very different from the same questions in England, no doubt pervades this despatch, as it is composed by me having...
