would under such circumstances be quite
content to
disregard
all insinuations
of motives contrary to those by which I am actuated. It
is, nevertheless, clear that a
Revenue of $50,000
even
supposing
the License fees could safely be permitted to drop to that amount is
largely in
excess of that which Your Grace
is inclined to permit, because
you distinctly say that no
receipts are to be allowed beyond what is necessary for defraying the issue of
Licenses and the
essential Police
arrangements.
As I
expect the measure will
diminish rather than increase
Police
expenditure, and the cost of preparing
and issuing Licenses when they reach $50,000
I
am constrained to admit
that Your Grace
is the only one
actually opposed
to the
measure
submitted for your
Approval that it must be abandoned. The
course
of experience gained between this and the first of next January will be interesting and useful, but the period
will be too short to ascertain the lowest
range
of
the License fees consistently
with the Police objects of the measure.
