16. Analysis of the figures proves whereby I mean that such Analysis establishes the fact beyond all possibility of doubt, and therefore wholly disposes of any argument derived from the Colony's Revenue, that is prospering an increasing, to say an increased annual income, capable of being expended by the Colonial Legislature on anything besides the establishment and fixed expenditure already approved as absolutely essential.
17. I have the honor to enclose a comparative statement of the actual Revenue received in 1863 and 1866, and I would first of all draw attention to the great increase of postage put down as received in the latter over the former year, an increase apparently of $102,748 on that single item. This, however, is altogether a delusion, and arises from the different mode, in which the Postal accounts in the two years were kept.
In 1863 the accounts only showed the share received by the Colony. In 1866 the whole receipts are credited to the Colony, whilst on the expenditure side is shown the amount due to and remitted to the Imperial Government. In 1864, the total receipts it is true were $163,892, but from that sum has to be deducted
