All these considerations, each of them extremely important, rendered me naturally anxious, if possible, to defer compilation of the Estimates, till receipt of more information. Time, however, pressed, and some of these questions could not be regarded as definitively decided when the end of August was approaching. Even the residue of the material for starting the new Stamp Ordinance had not been then received. Nevertheless, it was clear that I could no longer defer preparing the Estimates.

I did the best I could, accordingly, with so many disturbing elements to derange my calculations, and on the 30th ultimo submitted the enclosed Estimates to the Council.

Your Grace will observe from my financial statement that I took the course of including everything, that is to say, have apparently provided for payment of all arrears of the Military Contribution, and have added to the Revenue side $100,000, expected receipts from the Gambling Licences. An amount has been fixed for crediting it with profits amounting to $15,000, a sum considerably more than what has been received from the public patronage of the Mint.
