I have made such arrangements as will render any successful violation of our territory by the Chinese on the other side of the border impossible.

I have therefore every reason to hope that the precautions adopted have finally put a stop to the chance of any infringement of the law, but should it be necessary I shall not hesitate to go to every length which the law allows for the purpose of maintaining peace and order throughout the Peninsula.
