In that letter you were notified that in the event of your neglecting at any time subsequently to pay into the Treasury every Saturday the monies received by Government Account, that His Excellency would bring the matter to the notice of the Executive Council.

It now appears that so far as the 30th March last the Chinese Tenant of the Crown, Linglee Kow, paid to you the sum of $933.34, and that you only paid in that amount to the Treasury on the 26th Ultimo.

It so happens that this circumstance led to much inconvenience, and it was only in consequence of the inquiry occasioned thereby that you paid in the money on the day I have mentioned.

So far, however, as you are concerned His Excellency has only to deal with your direct disobedience of orders, and has instructed me to require you to prepare such explanation of the circumstance of this case as you may wish His Excellency to lay before the Executive Council, and it will be for that Body to decide how far the Government can be...
