unusual sum - for breach of __ condition in a Bond, and that
instead of immediately paying the whole of that amount into the Treasury you retained it till receipt of a Communication, relative thereto from the Treasurer in last October. You then paid to that Officer $1000 - only when called on by him, for the money which you had received upon that particular transaction,- Knowing well that the sum was $1000- and not 1000 Dollars.
It further appears that when called on by the Treasurer for the particulars necessary for a proper entry of payment of the said sum, You replied on the 25th October last, by describing it as the Amount forfeited by Messrs. Augustine Heard and Company through breach of the Emigration Act - though you must have known both from the Bond itself, and from the sum actually paid to you, that you were incorrectly describing 1000 Dollars as the amount forfeited.
It also appears that you retained the Balance, 3,000 Dollars, till called on...
