I entirely approve of your reprimanding Mustapha for conduct which is of a character to bring discredit upon his official position and to raise suspicion against his integrity.
I request that you will inform him that if he is removed from the Public Service of Hong Kong, he will not be reinstated.
I observe that you have derived Mustapha's authority to act as agent for security from the fact that he was brought to the knowledge of the Secretary of State. It will be necessary that he should receive any sums which he may administer on account of the Coast Watching Service.
I approve of your proceedings in this respect.
