fully explain the nature
of the charges against Mr Hazeland,
that I do not deem it requisite
to recapitulate the facts of the case here.
for many
reasons
however, I may state that
I consider the
Council took a lenient view of Mr Hazeland's conduct in advising that he should be simply

reprimanded and the circumstances reported to Your Grace.
Since then I have desired
Mr Hazeland to find adequate
security to an amount commensurate
with which he
may
receive on account
of the
Government hereafter.
