Nevertheless, it is not desirable

that all those posts in a British

Colony should be filled by foreigners, and I would suggest that the

Governor be allowed a greater latitude than at present in assisting deserving Public European Servants to obtain the occasional changes which the Colonial Surgeon may

certify

as

absolutely necessary for the

re-establishment of their health. No doubt there would be

difficulty

in meting out such indulgence according to the merits of applicants. That difficulty, however, ought not to prevent the attempt; and I propose, with Your Grace's

approval, putting in the Estimates for 1868,

a small sum,

£300,

to be applied to the above purpose

in the

case

of British Employees,
