"The Contagious Diseases Ordinance No. 10 of 1867.

The Contagious Diseases Ordinance 1867 is probably the most important experiment in Legislation which this Colony has as yet attempted.

2. This importance is derived from a variety of considerations, amongst which may be specially noted, the nature of the subject itself, the delicacy with which such a subject must be treated, the interests involved and last, though perhaps not least, the fear that through an anxiety to get rid of an acknowledged evil we may not be overstepping the limit and apparently giving countenance to vice.

3. In proportion to the importance of the subject should be the character of my Report. I propose therefore to consider

First. The existing state of the law upon the subject in question.

Secondly. Its defects in reference to the matter.

Lastly. The mode in which the Ordinance under consideration seeks to remedy such defects.

4. The existing state of the law for checking the spread of venereal Diseases within this Colony is to be found in Ordinance No. 12 of 1857.
