The strength of the Black Troops 286 per-contage: of venereal admissions - 16.43, to strength.

From the Report's published annually by the Army Med. Dep. since 1859, I have been able to compile a return, which will show H. E. The Governor, at a glance, the relative prevalence of venereal diseases in South China from 1859 to 1863 and in China, North and South for 1864. (marked N2)

It is seen first, that European Troops suffer more, relatively, than Black Troops, the probable solution of this is, that the latter have usually a much higher proportion of married to single.

It will also be seen that the years 1863 and 1864 show an improvement over the previous years, but that in 1866 this improvement has not been maintained in reference to the European class, and the per centage of admissions to strength among the Black Troops is the highest on record.

It is therefore clear that there is ample scope for further Sanitary legislation. The Committee has already drawn His Excellency's attention to the necessity of a stringent...
