Memorandum by Governor Sir R. MacDonnell, 6 Feb.
Refer to Attorney General, to remove the course, Ordinance, so as to include all Brothels, but rendering the examination of Women residing in other Brothels than those which the Registrar General considers solely frequented by Europeans, not compulsory as a matter of course, but to be regarded as a species of penalty that may be inflicted whenever the expediency of such a measure is decided on, in consequence of information rendering such a measure desirable. Perhaps a clause exempting such licensed Brothels from periodical examination in such cases as the Registrar General considers right would answer the purpose, provided that officer be empowered to recall such exemption when necessary.
