allow that the Foreigner should consort with the Native in such places. The Women, too, appear to come under the hands of a Foreign Medical officer; and the keepers knowing that European was favoured in any one of their Brothels, that the inmates thereof would be Subjected to inspection, and, if diseased, to retention in Hospital, great care is taken that no suspicion of a breach of the rules should be raised.

I feel sure, also, that if the rules were enforced against all Brothels, the greater number of those for Chinese, which are now conducted in an open way, and most of the women would leave the Colony, while the remnant might disperse here, and live singly or in pairs. Free, not being bound by any regulation which is easily carried out, and any breach of which is difficult of detection, they would be alike open to advances from Foreigner and Native, and it would be almost impossible to bring them thoroughly under Police Supervision.

It has been said that Chinese have been found with the Prostitutes in the European Brothels, and that through them disease, which may have been contracted in a Brothel for Chinese, is likely to be passed on to the Europeans.

This may be, still if proper and continual medical examination takes place, there is every chance of the infected Prostitute being detected before they can have conveyed the disease to others.

Or again, it is stated that under the pressure of a great influx of Foreign visitors, the Keeper of a Brothel will fetch women from the Chinese Brothels. This is sometimes done, but extremely rarely, for more frequently the European Brothels will furnish...
