The chief aim and object of the present legislation is undoubtedly the more efficient prevention of Contagious Disease among the Army, the Navy, and the Foreign Community. I do not believe that by bringing all Brothels under medical inspection that this object will be furthered, but I do believe that it will lead to much trouble and difficulty.

Brothels are divided into two classes, viz., those for Foreigners and those for Chinese alone.

Those of the 2nd class hold their Licenses on the special provision that no Foreigner is to be allowed within their doors, and since Ordinance No.12 of 1857 first came into operation, not a single instance has been detected of this regulation having been infringed. Their custom would not allow...
