3. The Committee, after due and careful consideration of the documents above alluded to, and also a personal inspection of the working of the Ordinance at present in force, intitled "an Ordinance for checking the spread of venereal diseases 1887" have made the alterations/amendments which appear to them advisable, in red ink, on the corresponding paragraphs of each proposed Ordinance.

Licensed Brothel. On this point the Registrar General differs materially from the Colonial Surgeon and thinks that such an interference with the private habits and customs of the Chinese, in bringing the Brothels supposed to be visited by Chinese men alone, under the operation of the Ordinance would be ineffectual. An entirely opposite opinion is entertained by the Colonial Surgeon, and the Deputy Inspector General are of opinion that all Brothels, whether frequented by Europeans or Chinese women, should be brought under the operation of this Ordinance.
