This is a piece of legislation providing for the regulation of brothels resorted to by Europeans but not outlying prostitution by Chinese.

It was noted that there were difficulties in following the registration of Chinese prostitutes due to their unwillingness to register.

Attention was drawn to the disgraceful state of the Lock Civil Hospital, and it was suggested that a new Lock Hospital should be built on a more convenient site.

In paragraph 23, it is suggested that the Imperial fort should assist by taking over the Civil Hospital and putting it into proper use.

The reception of persons affected with venereal diseases was discussed.

In paragraph 24, it is proposed that the funds for the purchase of a site for a new hospital should be derived from the Gambling Licence.

This last proposal would not be in accordance with the instructions received for the disposition of funds derived from that source.

In its present embarrassed condition, it is unclear how the Colony can undertake the work involved in the first proposal.

A remission of $25,000 out of the Military Contribution was referenced.
