The question of expense although not alluded to in the enclosed Ordinance, it is in the 2nd Section of the Imperial Act, I must explain 29 & 30 Vic. Cap. 35 that I regard its consideration inseparable from a complete review of the proposed Legislation because its provisions must entail increased expenditure.

26. As the whole subject is one which will give as favorable a consideration as you can to the above suggestions for effectually carrying out the Legislation which has been strongly urged on me, and which, to use Lord Carnarvon's words "concerns the well being of those places in which Her Majesty's troops are quartered scarcely less than the well being of the Troops themselves" - I trust the Ordinance may receive early confirmation, and that Your Grace
