abour per centage contracts favorably with the death per centage 9.06 of the new Scamm's Hospital established by private subscription under the most favorable auspices, because only ordinary cases of illness are there, and the admissions are generally received in early stages to afford these patients a fair chance of recovery. Cases where the patient has no chance of recovery have been transferred to the Civil Hospital, so the death rate at the latter institution is increased.

22. It has however long been apparent that it would not be advisable to rebuild the Civil Hospital on its present site, as it is too remote from the centre of the town, though its position is sufficiently secluded for the purposes of a Fever Hospital.

I am therefore most anxious to adopt the suggestions of the Committee to whom I referred the question connected with the enclosed Ordinance, by securing an excellent and spacious central site, which they have recommended, elevated and in a healthy position, accessible from three sides and having only one drawback, namely the cost of the site.

25. A sum of $50,000 was offered for it five years ago, but land has depreciated so much that probably not much more than $30,000
