which unquestionably greatly in pairs the efficiency of Her Majesty's Naval and Military Forces, and thirdly entails a loss on Her Majesty's Government many times greater in a pecuniary point of view than any expense contemplated by the enclosed Ordinance. As illustrating this position I would respectfully invite Your Grace's attention to the Return compiled at my request by Staff Surgeon Hardee, which shows the deleterious present and subsequent effects of the disease on the Troops stationed here. My attention had been previously called to the same subject by the Senior Naval Officer referring to Her Majesty's Sailors.

I had sent in the enclosed appeal from the Acting Naval Principal Medical Officer some two months before receipt of Lord Carnarvon's Circular Despatch. Notwithstanding Dr Newton's complaint I felt that good effects had been produced by the comparatively imperfect Legislation previously in existence. I am sanguine that Her Majesty's Government may look for valuable results from the improved Ordinance if it can be generally enforced.
