If similar strict supervision over the Chinese were exercised at Brosteels, there would have to be increased Hospital accommodation provided for at least 130 diseased women, whilst the total of healthy and diseased which should undergo daily inspection would amount to 500, including the 80 now inspected; there would have to be daily medical Inspection provided for 380 women - a labor of six hours at least, and which from its nature could not be performed by the visiting Surgeon. There would therefore have to be two medical Assistants added, together with quadruple the Hospital accommodation and Staff employed, including nurses, matrons, etc., now employed, resulting in an increase in the present charges by not less than £1,500 per annum, exclusive of Capital outlay for Building and Furniture.

I presume, however, that the question of expense would not be allowed by Her Majesty's Government to outweigh the beneficial results which would follow to Her Majesty's Troops and Sailors, if by a complete supervision of all such establishments instead of the partial supervision now exercised, there were a fair prospect of checking, if not of altogether extirpating here, a disease...
