No doubt there are many abuses prevalent in those houses which render necessary periodical visits of the Police and Protecting Officer, but as the enclosed Ordinance has been since amended, as I directed, it would seem, if properly administered, to be sufficient to abate those abuses.

As the number of Chinese Brothels greatly exceeds those frequented by Europeans—being approximately 10 to 1—and the number of inmates in the former being, as nearly as I can ascertain, in the proportion of 1,300 to 390 in the latter, the labour entailed by a supervision of the inmates of the former carried out in respect of the latter would necessitate a considerable augmentation of the Medical Staff.

There is generally an average of 10 per cent diseased among them, who are examined every second day being detained in the Lock Hospital for that purpose, whilst the remainder are obliged to visit the Hospital in batches in rotation at certain short intervals for examination, averaging daily examination of about 80 women.
