Committee which comprised the Colonial Surgeon, the Principal Medical Officer of their Naval and Military Services, and the Registrar General, may be regarded as an endorsement of the views of the Government, but on
there was considerable discussion as to the necessity of subjecting to periodical examination Chinese Brothels (supposed to be frequented by Chinese men only).

On that subject the Registrar General differed from the Colonial Surgeon and Principal Naval Medical Officer, believing it to be unnecessary, and I append to the Report of the Committee the observations of the Registrar General and a comment by the Colonial Surgeon.

On them I also append a Memo by myself directing the Chinese Brothels to be subjected to all Rules affecting other Brothels, but leaving it discretionary to insist on examination of them when there might be reason to suppose it necessary, making that examination the exception and not the rule.
