necessarily be coextensive with the
evil which it suppresses.

I was gratified at finding my
views
were
intended to
be guided by Lord Carnarvon's instructions to apply here the Act in force
in
England.
It is true that, so far
This Colony
was concerned, a Law
in some
respects apparently nothing short
and extensive than the English Act
had been
on its Statute Book for
some time, though for the
above stated reasons it was
impossible to
give it full effect. Nevertheless the Despatch of Lord Carnarvon by calling attention to the subject
gave
increased
weight to
any movement for improving local Legislation on the subject.
The enclosed Ordinance is
the result of very prolonged deliberation and much patient investigation of the question
in all its bearings. It would have been impossible, and
unnecessary, to transmit all
the correspondence
and
data
connected with the details of the
subject; but I think it right to enclose for Your Grace's information
Enclosure 2 at least the report of the Committee
