The Governor has also a short clause to be appended to the Convention making evident the intention of the parties to the Convention - namely, that it should only apply to letters and newspapers forwarded from here specially addressed to be carried by the Pacific Mail Steamers.

I have only further to add that His Excellency hopes there may be no difficulty in arranging for the Convention coming into force on the 1st of next November, and he desires me to express his conviction that the main object of the States Government in entering into the Convention has been identical with his own, namely, to promote and facilitate the intercourse and convenience of the mutual correspondents Public here and in the States. He feels sanguine that such object will be attained and fully justify the liberal intentions of those who have assisted in establishing the enclosed Convention.
