I have directed the enclosed letter
from the Acting Colonial Secretary
to be addressed
to the United States Postmaster General
covering duplicate copies of the proposed Convention signed by
myself
on the part of this Government - and explaining
the reasons of the slight alterations made in the draught received from the United States.
In the event of
objection to that letter, which is sent open for perusal, I shall be obliged by its being returned early.
