2... It is understood by the Lessees that such reduction is conditional only upon the card Lot being filled in by the First day of July one thousand eight hundred and sixty-eight and upon the payment forthwith by the Lessees of all arrears due for construction of Sea Wall.
3. It is agreed by the Lessees that all arrears of Rent, at the rate specified in their respective Leases shall be a charge on each of the undermentioned Lots, and in case of the non-fulfillment of conditions each of the said Lots will be liable to forfeiture.
4. It is understood by the Lessees that if the Agreement be not approved by the Secretary of State the same shall be null and void to all intents and purposes whatsoever and all arrears of Rent then due at the original Rate shall be paid up by the said Lessees.
