Sir,
In reply to Colonial Secretary's Office, Hong Kong, 10th June, 1867, your communication of the 31st ultimo I have to inform you that His Excellency the Governor has come to a final decision with regard to the Kowloon Marine Lots.
His Excellency is willing, subject to the sanction of His Grace the Secretary of State, to reduce all rentals of the Marine Lots at Kowloon, numbered in the enclosure to this letter, to one fourth their present rate for five years from the 25th December last.
