I may add that this man had previously paid to the Government in rent $8582, without the least benefit to himself, whilst the fact of his paying a fine to procure a release from obligations entailed by the possession of lots at Kowloon will afford Your Grace an apt illustration of the present worthlessness of property there, though at altered circumstances thereafter will probably render the same property extremely valuable.
19. The position in which this Government now stands in reference to the obligations entailed by these resumptions of Kowloon is at this date as follows. There have been 12 Marine and 18 Inland Lots resumed, and the cost entailed on the Government by such resumption will amount to nearly $27,500.
20. Computing the total cost of the Sea Wall "ab initio" at $475,000, the tenants have already paid off that amount $326, and this Government for construction of the wall and reclamation of land $16,443. On the supposition (a very hazardous one) that no more resumptions will be forced on the Government, there will remain about $26,000 still to be paid by Government for the Sea Wall and reclamation of land, a sum for which provision must be made in the Estimates for next year.
