The Police and Lighting Rate Amendment Ordinance 1874 No. 11 of 1867
Although not acquiescing in the notion entertained in some quarters that the Police and Lighting Rate Ordinance 1863 worked injustice by enforcing the payment of rates from parties not legally liable, I am of opinion that the present Ordinance referred to is an improvement upon the ground that it is, in all cases, expedient to accede to the expressed wish of the Community when doing so is not inconsistent with the interests of the public service.
