Treaty between Portugal and Great Britain, the principle which guides in these cases, I have the honor to request Your Excellency to issue the necessary instructions in order to enable Captain Jeronimo Ozorio, my Aide-de-Camp, to accomplish the mission with which he has been charged.

Refer this with the Treaty alluded to - to the Attorney General to report what action this Government can legally take in this matter.
It appears to me that the Treaty only goes to the extent of requiring each of the parties thereto not to employ any deserters from the Naval and Military forces of either - and that deserters from a vessel in the waters of either party should
