I wanted gladly therefore by not avere annoyance by merely dismissing from Government service here all such deserters, and I believe there are several in the Police, but by also conferring on the Governor power to surrender them to the Mucao authorities after identification and proof.

I hesitate however to express any opinion on the propriety of such Legislation otherwise than recognizing its efficacy to remove annoyance and inconvenience. If this can be done without violating the general spirit of English legislation I shall be glad to assist in doing that.

I am aware, however, many difficult questions are nearly connected with the subject, and cannot think of moving in the matter without special Instruction.

I shall however be glad to learn that Your Grace considers the question of sufficient interest to refer it to the Law Officers of the Crown with a view to informing me what steps I am to take.
