This is a case of a young woman, named Sun-Kee.

This woman appears to have escaped from her Master, an officer in the official employment of a high functionary of Hanlon, and the Consul applied that she might be sent back.
I desired the Registrar General to report on the case
and he took the Statement of the
woman,
who alleged
that she had escaped from her Master on account of his ill treatment and declared her wish to remain here.
1. Under these circumstances
I desired the Consul to be informed of my inability to comply with his request, and a copy of the woman's examination was transmitted to him.

I was much surprised, however, to receive a
subsequent application from the Consul
arguing that I ought to send
her back,
on the ground
that her former Master "had a clear right to demand the restitution of what might be termed his property in the services
