5. On the payment of $179. on behalf of 36 shares, we have already explained to you briefly in my despatch of March & April, 1867.

I thought it my duty in the interests of justice to direct that the sum of $110 should be paid to Mrs Howes for her expenses connected with the prosecution of those who were ultimately convicted of the "Lubeck" piracy. Mrs Howes was the wife of the Captain who was murdered during the attack on the "Lubeck". And it was absolutely necessary for the conviction of the prisoners that Mrs Howes should be kept in Hong Kong during the trial, and that she should be brought from Canton to give evidence in a case against others charged with the same crime. It was mainly owing to the evidence of Mrs Howes that some of the most notorious pirates, who had infested the neighboring waters, were convicted, and I judge that it was but right that the expenses Mrs Howes had been put to should be defrayed by this Government.
