I beg leave to acknowledge the receipt of your letter of yesterday's date, in which by direction of His Excellency the Governor, you invite my opinion as to the necessity and justice of increasing the salary of the Postmaster General of Hongkong, on the ground of the additional responsibility thrown on that Officer by placing the various Post Offices in China under this Government.
