First Acceleration in the delivery

Shanghai
of the mails at Hongkong "This can only be accomplished, effectually
by putting Officers on board the mail
Steamer's between
Singapore and Shanghai,
to sort letters on their voyages, as is done
with the India and China correspondence
on board the Packets on the Mediterranean
route. One Officer would be able on outward voyages from Singapore to Hongkong to Open and prepare for delivery
all the
Correspondence, for Hongkong, inclusively, another
Officer could be employed, from Hongkong to Shanghai in performing
similar work: and their services would
be Available on the return
voyages. By
these means, the Merchants could
receive their letters within a few minutes
After the delivery of the mail at the Post Office, and they
could also post
letters on board up to the last minute
