For this above mentioned ports routed, in
Shaughan,
as well as all correspondence
D from those ports addressed; to Shaughan shall be dealt with exclusively by this Local Post Office; their proximity to, and constant intercourse with Shaughan by
private Steamers, rendering such
a course natural and convenient.
In returns, the Municipal Council have undertaken to hand over to our Correspondence, addressed to or received from Foochow, Amoy, Swatow, Ningpo, and
Japan, which very frequently finds its way to the Local Post Office. The agreements referred to have already received the
Sanction of Your Excellency but we have thought it convenient to introduce its conditions into this report, so that this report may form a complete record of our proceedings.
We have now mentioned all the places in China and Japan, at which Postal Agencies are already in existence, and the next point for consideration is whether it is necessary
to open new Offices at any other of the Treaty ports,
