In my despatch No 323 of the 9th instant I had the honour to inform your Grace of my having secured Mr Clark's services during the absence on leave of Mr Bird the permanent Assistant Surveyor General, and in my despatch No 322 I pointed out the difficulty to be apprehended in adequately filling the Offices in the Surveyor General's Department, if private practice was not allowed to the Officers, whilst I strongly stated my objections to conceding such a privilege, as being wholly opposed to the Public interests.

Mr Clark has shewn himself far more active in his duties than Mr Bird whose post he temporarily fills, but it is quite impossible to ask him to visit places in the Circuit of his work many miles distant from each other without giving him the necessary means of locomotion. I am convinced he would not hold his appointment on any other terms, and as the Public must gain by facilitating his movements, I have granted him, subject to Your Grace's approval, the same allowance for a horse and coolies as is now given to the Surveyor General, viz: $40 per month. I am not aware of any precedent for the purchase of a vehicle, as requested by Mr ..., and therefore could not sanction it, though I am not dear that a vehicle to be used by the Officers of the Survey ...
