seized and carried off four inhabitants of the Village of Min-Lum, whom they held for the purpose of compelling payment of the sum of $200. The chief men of Min Lum hereupon persuaded Chung & Twei to put himself forward with a false statement representing a grave act of piracy which led to the intervention of foreigners, who came in a rebel of war and released the prisoners, whilst in fact no Piracy had taken place. This Statement the Magistrate found to tally with the Report made by Sergeant Chang and, in addition to issuing orders for the arrest of the persons whose actions led to the disturbance now in question, the Magistrate forward this Report for your Excellence's information.
