"I have received the instructions transmitted from your Excellency respecting the case of Piracy detailed in a despatch received from the British Consul on the 9th March (Despatch quoted in full), and having taken immediate measures in obedience thereto, I desired Sergeant Chang to proceed with a force of Soldiers and Police to the village of Sum Tien, for the purpose of arresting the offenders.
