3rd. That in the course of that Service he has been absent on leave on several occasions, at the dates

Having examined the Honorable Julian Panneefate and taken into consideration the fact, for the last fourteen months he has suffered

from periodical attacks of fever and symptoms of hepatic derangement, we are of opinion that it is

imperatively necessary that he should proceed to Europe without delay and we recommend that

he should have twelve months sick leave to recover his health.
