It frequently happens that I am
unable to find passages home for destitute
Seamen
whom it is
necessary
to send away
from here, from the fact of the vessels bound
to England loading from the Consular Ports
of China. The
cases
of ships loading here
I have the honor to request
you will be good enough to inform
if I may
send seamen to the Consular
Ports.
